Dogs in Edmonton: licence, off-leash areas, vets and dog services

Edmonton has a new animal bylaw as of May 19 2026. Here is what it requires of dog owners, and where to find a vet, a groomer or a daycare.

The short answer

Every dog 6 months or older needs a City licence: $38 a year if spayed or neutered, $78 if not. The licence includes a microchip. Keep your dog on a leash no longer than 2 m except in an off-leash area; the City has over 60. A home can keep up to 3 dogs. An unlicensed dog carries a $250 fine.

A new bylaw in 2026

Edmonton’s Animal Care and Control Bylaw 21244 took effect May 19 2026 and repealed the old Bylaw 13145. Anything that still cites 13145 is out of date.

Licensing your dog

Every dog 6 months or older needs a licence, including dogs that stay indoors. Licences renew every 12 months, and at least one person named on the licence must be 18 or older.

The City says each licence includes a microchip. Buy online, in person at the Animal Care & Control Centre (13550 – 163 Street), by mail, or through your bank. The fine for an unlicensed dog is $250 ($500 for a vicious dog). The bylaw already sets 2027 fees of $39 and $79.

Leash and off-leash rules

  • Off your property, your dog must be on a leash no longer than 2 m and under control, unless it is in a designated off-leash area. The leash fine is $100.
  • Dogs are not allowed on playgrounds, sports fields or golf courses.
  • Edmonton has over 60 off-leash areas. Keep your dog in sight, leash it at the entrance and exit, do not let it chase wildlife, and leash it if you see a coyote. Restricted dogs are not allowed.
  • Not picking up waste carries a $100 fine.

How many dogs

No more than 3 dogs per home, with nuisance and vicious dogs counted. More needs a temporary excess-animal permit or a licensed animal breeding and boarding facility under the City’s Business Licence Bylaw.

Alberta rules that apply to buyers

  • The Animal Protection Act makes it an offence to cause an animal distress, and requires owners to relieve it.
  • Alberta passed changes to the Animal Protection Act in 2026 (Bill 22, S.A. 2026, c. 6), with Royal Assent on May 14 2026. They take effect on a date the province sets by proclamation; until then, the current Act applies.

Before you pay a breeder anything

  • Meet the puppy and its mother where the puppy was raised. A breeder who only meets in a parking lot is a warning sign.
  • Ask for the vet records: vaccines given, deworming, and the clinic that did them. Then call that clinic to confirm.
  • Ask which health tests the parents had for their breed, and for the result documents, not a description of them.
  • Get the sale agreement in writing before any deposit, and read what it says about refunds and health problems.
  • Search the breeder’s name and phone number. Scam sites reuse photos and phone numbers across many names.
